Preamble
We, the citizens of the Czech Republic in Bohemia, Moravia, and Silesia, at the time of the renewal of an independent Czech state, being loyal to all good traditions of the ancient statehood of Czech Crown's Lands and the Czechoslovak State, resolved to build, protect and develop the Czech Republic in the spirit of the inviolable values of human dignity and freedom, as the home of equal and free citizens who are conscious of their duties towards others and their responsibility towards the whole, as a free and democratic state based on the respect for human rights and the principles of civic society, as part of the family of European and world democracies, resolved to jointly protect and develop the inherited natural and cultural, material and spiritual wealth, resolved to abide by all time-tried principles of a law-observing state, through our freely elected representatives, adopt this Constitution of the Czech Republic.
Chapter 1
Art. 1.
1. Czech Republic is sovereign, democratic, and a law-abiding state, based on the respect for the rights and freedoms of man and citizen.
2. The Czech Republic will respect and do its obligations under international law. If the law is unlawful, then we hold all right to ignore the law.
Art. 2.
1. The people are the source of power of the state; exercise it through legislative and judiciary powers.
2. Power should serve all citizens.
3. Citizens may do anything the law does not prohibit, no citizen is forced to do anything that the law does not require or instruct them to do.
Art. 3.
1. The political system is based on free competition between political parties.
Art. 4.
1. Political decisions will proceed from the will of the majority.
Art. 5.
1. Any conquered territory citizens have full rights as Czechs. Even right to join the government. There is needed be citizen of country for 2 months to become president. (see Art. 10)
Art. 6.
1. Constitution may be amended only by constitutional acts. (see Art.14)
Art. 7.
1. No citizen can be forced to removed the right as citizen of the Czech Rep.
Chapter 2: Balance of power
Art. 8. President, Congress and Ministers
1. Every president and congressman who will be elected by people and every minister chosen by president automatically agree with oath (viz art. 11), president has to swear publicly.
2. The president may propose message to new citizens, buys of hospitals and defense systems, MPPs, embargos, declarations of war and peace treaties. These must be accepted by congress. He should sign and cancel contracts on countrys behalf. (See 4.) He should choose ministers who will help him with adiministration (See 6.)
3. The congressmen may propose New citizens fees, donations, change of taxes, minimum wages and president impeachement. These must be accepted by congress. Congressmen are obliged to take part in Congress voting. (See 5.)
4. The president should sign and cancel contracts on countrys behalf but it must be published in newspapers. In next three days after publication, any congressman should propose Congress voting(see 5.) about contract. After three days after publication will contract become valid if will be not Congress voting or in Congress voting congressmen would vote in favour of contract.
5. Congress voting is special right of congress to vote about Presidents signing and canceling contracts on behalf of country which are not directly part of e-republic engine. Any congressman should initiate congress voting by newspapers where he namely mention about which presidents contract will ve voting. Under article will be counted voting by Czech congressmen in comments. Every congressman is obliged to vote for or againist presidents contract. If 2/3 of congress will vote againist contract, signation or cancelation of contract is not valid.
6. Ministers should be chosen by president, they have to be citizens of country but are not obliged to be part of congress. They are helping president with administration of different departments but all their actions have to be accepted by president to be valid.
Art. 9. Citizens
1. Every citizen has right to vote.
2. Every citizen has right to run for congress or president.
3. Every citizen has right to propose ideas.
Chapter 3: Executive power
Art. 10. President
1. The President is head of state.
2. President shall assume his office by taken oath publicly.
3. Only citizens who have lived in Czech Republic for two months can be elected president.
4. The president can be removed from office by Congress.
Chapter 4: Administration
Art. 11. The Oath
I swear Allegiance to the Czech Republic.
I swear to observe its constitution and laws.
I swear upon my honor that I shall perform my office in the best interest of the people and to the best of my belief.
Art. 12. National bank
1. Bank will reside with the president.
2. If any user steals any money, or refuses to give the account to next president it will be reported to admin, as it is illegal in the Czech Republic. Punishment will be ban.
Art. 14. Validity of constitution
1. Once signed by more 2/3 of congress this constitution will take an immediate effect.
2. To amend or change constitution in future is needed 2/3 congress votes

I have tried make constitution simple, IMHO there were many things which were not not needed so I have simply deleted it. But of course, if you want make it realy formal, we should include it.

What I need - ideas and proposals, English corrections. I believe that we should think about edit of Chapter 1 to make it more readable. When final version will be signed, I will add Czech language version, Czech constitution has to have Czech version.

Good work Red Duck. Only I have problem with 2.chapter art.8/5. If president sign contract, but congress will disagree. We must cancel contract and this proces can be very problematic. I think this can do only admins.

If admin will sign constitution he has to follow this. After you have PMed me ideas I think about alternative, that president would be obliged publish that he wants sign contract and after 3 days if would not be not disagreement he should sign contract. The problem is that he still should sign it againist congress will and we would have same problem. That solution would also make much less flexible administration by president. It would be cool if someone would find some better solution how deal with Chapter 2, Art. 8/5

Radim also told me that Bank section (Chapter 4, Art. 12) should be enlarged. Maybe we should mention conditions under which president should or shouldnt give password to Bank. And create or restrict governor then.

If one of these acts would not be done, contract is not valid. If president has already made some transaction or decision according invalid contract, hes fully responsible and obliged to fix it

Any congressman should initiate congress voting by newspapers where he namely mention about which presidents contract will ve voting. Under article will be counted voting by Czech congressmen in comments. Every congressman is obliged to vote for or againist presidents contract. If 2/3 of congress will vote againist contract, signation or cancelation of contract is not valid.

However Congress should express lack of confidence by congress voting(see 5.) and president is obliged make changes in Cabinet according their advices.

4. He or Minister of Finances are obliged inform about any money movement.
5. Any expenditures have to be by contract (see Chapter 2, art.8/4.)
6. If any user steals any money it will be reported to admin, as it is illegal in the Czech Republic. Punishment will be ban.
7. If there is initiated President impeachment by congress, giving account should be prolonged until end of of voting.
8. If any user refuses to give the account to next president besides one possible situation(see 7.), he will be punished same as he would steal money (see 6.).
